Quebec Values Attestation (CSQ): Online Assessment and Objectif Intégration Explained

If you apply for permanent selection in Quebec through an economic immigration program, the Quebec government asks you to obtain an "attestation of learning about the democratic values and Québec values". It is a separate step from the federal citizenship test. This guide explains it in plain words, based on the pages of the Quebec government. It is a private summary, not an official source.

Not the citizenship test

This attestation belongs to Quebec selection, the step that leads to the Certificat de sélection du Québec (CSQ). It is issued under the responsibility of the Quebec ministry in charge of immigration (MIFI). The federal citizenship test, run by IRCC, is a different step that comes later, after you become a permanent resident. Our guide to the citizenship test format covers that one.

Who needs the attestation

Applicants to the economic programs listed by Quebec, such as the Skilled Worker Selection Program, the Québec Experience Program, and the Entrepreneur, Self-Employed Worker and Investor programs, must show their knowledge of these values. Accompanying family members must do so too, except dependent children under 18 and people with a permanent physical or cognitive disability that prevents them from obtaining the attestation. Quebec describes the concerned family members as the spouse or partner and the dependent children aged 18 and over. Check the current rules for your own program on the Quebec pages listed below.

The 60 day deadline

After you submit your application, the ministry sends you a message with the link to the online assessment and your personal identifier. From the date you receive it, you have 60 days to obtain the attestation. If you do not, the permanent selection application is rejected. If you already hold a valid attestation, you do not receive this message.

Two ways to get it

There are two routes: the online assessment, or the in-person Objectif Intégration information session in Quebec. Which one you can use depends on your situation when you file.

  • If you hold a valid Canadian study or work permit and live in Quebec, you can choose the online assessment or the session.
  • If you do not hold such a permit, you must start with the online assessment. After two failed attempts you may try a third and final time online, or attend a session in Quebec, but not both.
  • With a permit, a second failed attempt means you must attend the session.
  • If you use up all your attempts and do not attend a session, the application is rejected.

The online assessment in numbers

According to Quebec, the online assessment has 20 questions drawn at random from a question bank. You need 15 correct answers (75 percent) and have three hours. After a failed attempt you must wait at least two weeks before the next one. The assessment runs on Moodle, and your result goes straight to the ministry. The questions are short statements, true or false items and situations.

The Objectif Intégration session

The session lasts 24 hours spread over a few days, is offered by partner organizations of the Quebec government, and is given in French only. Taking part is free. After a full session you receive an attestation of participation and learning.

How long the attestation is valid

The attestation is valid for two years. Quebec says it must have been obtained within the two years before your selection application is examined. If your application is rejected for another reason, you can use the attestation again for a new application while it is still valid.

How to prepare

Quebec publishes a study guide called "Les valeurs démocratiques et les valeurs québécoises exprimées par la Charte des droits et libertés de la personne: Guide pratique". It groups the values around five keys: Quebec as a francophone society, a democratic society, equality between women and men, the rights and responsibilities of Quebecers, and a secular society. The ministry says the guide is available in French, English, Spanish and Mandarin.

What Citizenpro Canada does and does not cover

Citizenpro Canada is a private study aid for the federal citizenship test. At the moment the app does not include a learning module for the Quebec values attestation. We are not connected to the Government of Quebec, to the ministry MIFI or to the Government of Canada, and this page is not official information. Always follow the message you receive from the ministry.
