Why proof of citizenship wait times spiked in 2026
Following Bill C-3's expansion of citizenship-by-descent eligibility, in force since December 15, 2025, the number of proof of citizenship applications surged. IRCC's official processing-time tool (update of October 9, 2026) now estimates about 34 months for a new application, with about 130,700 people waiting. The same tool shows how quickly the queue grew: someone who applied in March 2026 had about 31,100 people ahead of them, someone who applied in June 2026 about 64,000, and someone who applied in July 2026 already about 116,100.
Processing capacity has not kept pace with demand
